If I can get into DOS, can I not resolve things this way?
Can't I either delete XP or run Win98 from DOS? I can't
boot into WinXP. But I can get into DOS via my Win98 boot
disk. Then it does no further.

You now have a partial installation of Windows XP.
How partial is anyone's guess.
If you did remove what there is of Windows XP in DOS you would not
improve the situation.
Carey's suggestion of the Repair Installation is the best to get
Windows XP up and running.

Also, please do not start a new thread.
A new thread make it very difficult to track your progress.
