caption bar problem

I'm asking this for another person, so I may be lacking some detail
The user has stated that when she tries to minimize a window, instead of the window minimizing, it is sent to the taskbar instead. Is there a way to correct this.
 
Precisely what it is suppose to do if she is clicking on the - (left most
box). To minimize or make smaller, the widow has to be 'dragged' to the size
wanted. Then, when clicking on the middle box you can expand it or minimize
it.

she's not clicking on the furthest left, she's clicking on the middle choice, the 2 overlapping boxes, which should either restore to a full screen, or resize to a smaller screen. But when she clicks on the middle choice,( the 2 overlapping boxes), the window is sent to the taskbar.
