Can't use hyperlinks in Outlook 2003

When I try to click on a hyperlink I get the error message "his operation
has been cancelled due to restrictions in effect on this computer". I
followed MS docs to see if a fix would work and also my security settings
but no joy yet.
What else can I do?

Did you try this?

And did you check the registry"
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell\open\command
default
"C:\Program Files\Internet Explorer\iexplore.exe" -nohome
