Can't turn off firewall under SP2

All of a sudden I haven't been able to turn off the firewall (temporarily),
even though I have been able to do so in the past. When I go to the Security
Center, click on Firewall, then disable it, it still shows as enabled (I
don't see the warning icon in the system tray). What might be causing this?

Try running the following command in the RUN window "firewall.cpl" and
disabling the firewall.
 
I think you may have misunderstood what I'm trying to accomplish. I want to
be able to toggle the firewall on and off from within the Security Center
such that the SC displays the correct "On" or "Off" status and that, if it's
off, a warning icon appears in the sys tray as it used to. I already know I
can turn off the firewall, because I can verify that it's off using the
appropriate command prompt. What I can't do is to get the SC to register
Firewall Off when indeed it is off. I hope I've made the issue clearer.
