Can't turn off computer

When I try to turn off my Dell Laptop, I get the message "please close all
microsoft applications before shutting down system". Simultaneously, a
microsoft outlook tab opens in the bar. This situation arose the day that my
outlook started to answer my reqest to send/receive with the message "the
operation failed". I uninstalled some old stuff I don't use and microsoft
office and outlook. I couldn't reboot, obviously. Then i reinstalled office
and the service packs 1 and 3. Nothing has changed except that outlook now
has an icon on the desktop and asks for me to agree to the license every time
I open it and gives me an error message, "extension failed to initialize.
can't open file extend.dat".

Help?

This is outlook 2002. I am runnning windows XP without the service pack 2.
I started using firefox recently...
 
1) Logon as the administrator to accept the EULA
2) rename extend.dat to extend.old. It just a file that caches the registry
settings for your Outlook add-ins.
