Can't successfully access a new user account

Hello.

I am encountering the error message - "Windows cannot log
you on, because your profile cannot be loaded." I am
able to create the new user account name (w/ limited or
adminsitrative rights), but a folder is not created in
the Documents and and Settings folder.

Also, when I manually created the folder and copied
the "owner" folder to the new account, I received the
same message. I do not have a 'default user' folder in
Documents and Settings. I do have 'all users', 2
previously created accounts (one being home), and owner.

Any assistance you can provide is greatly appreciated.
This error message was not displayed when I searched the
MS knowledge base. Thank you.
 
When you create a new account, the "Default User" folder is used as a
template for the "account folder" you are creating. Try creating a "Default
User" folder, and copy the contents of the "all users" and/or "owner"
folders into it and try again.
