Can't set Outlook as default over Outlook Express

I installed Office 2003 over Office 2000. I also had
Outlook Express. When I opened the new Outlook 2003 i
noticed some of my old e mail was missing. In trying to
troubleshoot I sent an e mail thru Outlook to myself but
didn't receive it. I opened OE which I rarely use and
found the e mail there. I tried many more times to send
e mail through Outlook (which I want to use exclusively)
and it is only received in OE. I checked all places to
verify that Outlook was the default and OE was not the
default. When I open OE it even asks me if I want to
make it the default. And yet it is the only program to
receive e mail. When I delete my mail account from OE
and try to send mail to myself in Outlook it won't show
up anywhere unless I open OE and build my account again.
I called the Tech24 support and had two experiences. The
first had me reset my IE settings. this worked for a
while and I received 3 e mails in Outlook but for some
reason without me touching the machine, the received e
mail alll started coming to OE again. when I called back
they weren't much help. they suggested deleting OE which
i tried to do following all their instructions. The
program is still there but it's just basically a shell of
its former self. There is no mail account in it. Still
can send only in Outlook and no receive. I have tried to
uninstall Office 2003 in hopes of starting the process
all over. When I reinstall I find all my old mail and
boxes there as if I hadn't left. I'm thinking if I
completely wipe clean Outlook that maybe thre is some
chance of starting with a clean slate. Is this
possible? Basically then, how can i make Outlook the
complete default e mail program instead of OE? Thanks
for your help.

From what I understand Outlook 2003 already is your default but has problems
with receiving mail. This common when upgrading and it is recommended that
after an upgrade you recreate (do not copy!)your mail profile. To do this go
to Control Panel-> Mail-> button Show Profiles...

To stop receiving mails in OE means you'll have to remove the mail account
from OE; Tools-> Accounts-> tab Mail

Roady, thanks but this doesn't help. There has to be a
way to start all over again. I've uninstalled Office and
reinstalled hoping to start fresh but I have the same e-
mail and boxes when I start Outlook again. Any ideas?
thanks again.

Did you read my response? It describes how you can start with a clean
profile.
