I just bought this compaq computer 2 weeks ago and I am having problems
forwarding mail from my outbox. If I create my own mail and send it I have
no problems. My server claims it's Microsofts fault...Microsoft claims it's
HP's fault. Microsoft claims they can help me for a $60.00 fee. It's a brand
new computer, I shouldn't have to pay to get it fixed! I hope someone can
help me.

Please explain.
You don't "forward mail from the outbox". The Outbox is a temporary holding
place for mail you are sending.
If you are trying to forward a message, it's probably in the Inbox, or one
of the Storage folders.

Do you get an error message when you try to send? If so, right-click
on the error message, copy, then paste it into a reply here.
We can't do much troubleshooting without that complete error message.

It isn't clear what you mean by "forwarding mail from my outbox".
If you want to forward an email, do so from the Inbox.

why would it suddently stop working though, its very odd? you know when it
compacts messages from time to time could it have changed my email client
then?

You don't seem to be the same individual as the originator of this thread,
"Sheryl M". I don't see a detailed problem statement or copy of an error
message from Tracy. Without that, I would be making guesses.
