Can't send SMTP mail using SSL

For some reason, the configuration of my Outlook XP client seems to have
been botched and I am unable to repair it. When I am connected to comcast
directly, I can send mail over port 25. When I am connecting elsewhere on
the Net, I have to change these settings, per comcast's instructions:

1. use port 465
2. check the SSL checkbox
3. log on using my account name and password without Secure Password
Authentication

This used to work. I know it's an Outlook XP problem because I can send
mail in Outloook Express using these settings.

I have of course deleted the entire account and started over. Several
times. I even deleted the profile, and created a new one, pulled in the
data files, and set up everything all over (whipping).

Any suggestions? Do I get to muck around in the registry?

Yes, I did know that. But that is a good question. I turned it off. I
also have Norton Internet Security, which I have turned off as well. But is
it possible that the firewall reconfigured something app-specific for
Outlook before I turned it off? Again, this same configuration I'm trying
works great for Outlook Express.

More Info:

When I "Test Account Settings" I get two errors.

1. Send test e-mail message: The specified server was found, but there was
no response from the server. Please verify that the port and SSL
information is correct. To access these settings close this dialog, then
click More Settings and click on the Advanced tab.
2. Find outgoing mail server (SMTP): Unable to connect to the outgoing mail
server (SMTP). Please verify the server name in the outgoing mail server
field. If that information is correct, close this dialog, click More
Settings and verify the port and SSL information on the Advanced tab.

This is from a brand new profile and a brand new email account that I justs
set up to test. Of course I have re-checked the server and port and SSL
settings. They are the same as my Outlook Express client where it works
just fine. Also, I can access the server via telnet and I get a valid
response from the server.
