You are posting in the wrong newsgroup. This group is for
Programming Outlook.
Try the microsoft.public.outlook.general group, you're
much more likely to get help there. And I suspect you're
going to have to be more specific as to what happens when
you try to send the e-mail, what changes you've made to
your system, etc.
