can't send or receive in Windows Mail

Go to Tools, Accounts, select that account, Properties,
Servers. Check the box for "My server requires authentication".
 
Used to be able to. Relative "secured network" and now cannot send or get
emails from this account. Relative out of town! I deleted account and
redid it with the wizard, but still error. Using verizon DSL and Vista home
premium. Below is error:

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

Any thoughts? THank you very much for any help you can give me.
