Are you trying both where your connection to their email server crosses over
from one internet provider's equipment to another's before it reaches the
server, and where it does not? If so, and your connection to the outgoing
mail server uses port 25, the connections that cross over are often blocked
to cause problems for spammers.

If the port 25 blockage affects you, try port 587 for the outgoing email
server. The instructions were written for Outlook Express, but should
also work under Windows Mail. To change the port setting, click on
Tools, then Accounts, then your email account, then Properties, then
Advanced. Click at the end of the port number you want to change,
backspace over it, then type the new port number, then click on Apply,
then OK, then Close.
