Checked my server, everything is fine. This is happening to me and a couple
of family members who may have had a period of inactivity. How do we fix?

Hard to say without more details. Do you get an error message when
you try to send? If so, right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.

Recently I have had serious problems with my e mail. Constantly find that I
cannot send e mail, cannot print nor delete. I frequently have to restart my
PC in order to be able to re start Windows Mail and then transmit messages. I
frequently get the following type of error messages:-
An unknown error has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No,
Error Number: 0x800C0148
An unknown error has occurred. Account: 'mail.talktalk.net', Server:
'mail.talktalk.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error
Number: 0x800C0148.

That "Port: 0" error indicates interference from a non-compatible
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
