can't send email

unable to send email's ,this is the error code

The connection to the server has failed. Subject 'test 3', Account:
'mail.casusa.com', Server: 'mail.casusa.com', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Please help
 
Are you sending from home? That mail server does not belong to
a home ISP. In order for port 25 SMTP to work, the mail server
must belong to the same network as the one supplying your
Internet connection.
 
Dear Gary, am not in UAE Dubai, now am in china am using the hotel net
owrks and am not able send mails, pls check and let me know.

no im connected throught casusa.com ,my connection is with cox and myproblem
is to send the email ,receiving is fine. any idea why this is happening,

As explained here:

your ISP (Cox) will not allow you to use a port 25 server that
belongs to someone other than your ISP.

One solution is to set up an additional email account that uses
the Cox mail servers, but has your @casusa.com 'From' address.
Your Casusa correspondents won't notice anything different.
I assume you already have a Cox mail account set up. Since you don't
want to receive duplicate Cox emails, uncheck the "Include this account..."
setting for this new account.
 
When traveling, the simplest solution is to use webmail for sending.

If you insist on a POP solution, get a free account with Gmail:
http://gmail.com
Then, configure that account for POP access:
http://mail.google.com/support/bin/answer.py?hl=en&answer=13273
Then, add that account to your Windows Mail:
http://mail.google.com/support/bin/answer.py?answer=86383
That will give you a separate Gmail account (sending and receiving).
You could ignore its receiving capability and just use the Gmail send
capability while away from home. Gmail's SMTP uses port 465
which is not blocked like port 25 is. You can use any 'From' address
you want with Gmail as long as you register it with them first.
