Can't Send Email

I can receive but not send any mail from an imap account from my university
email. Every time I try to send outgoing mail I get this:

The connection to the server has failed. Subject 'It has been a while',
Account: 'webmail.ucr.edu', Server: 'smtp.ucr.edu', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I can't seem to figure it out. I downloaded the hotfix, but that also seems
to not works. Would it happen to be a setting issue?

I don't think I've seen any IMAP accounts that used port 25 before. Ask
the university for their instructions for setting up to use their email
servers, and
see it they say what port should be used.

Also, does your connection to that server cross over from one internet
provider's equipment to either the university's equipment or the equipment
of the internet provider that handles the email servers for the university?
If so, such connections to port 25 are often blocked to cause problems
for spammers, so you need to ask the university if their email servers
listen for outgoing mail on any port other than port 25, and if so, where
to find the instructions for switching to the other port. Just trying all
the
ports is a very slow way to find out, since there are about 65,000 ports
available.

Also, if you mean this hotfix, did you try installing both the 32-bit
version
and the 64-bit version? One should refuse to install, but not necessarily
the other one.

I'll try the 62 bit hotfix as well.
The problem with my university is that they just don't help the students
when we encounter problems. I asked about the ports before and they told me
just to input smtp.ucr.edu
Which results in the same problems. The schools solution site does nothing
as it lists the same things.
I believe it connects from my Internet service to my university's Internet
service.

I guess I'll have to be more demanding for help since my university feels
that all of their internet services are superior.
