Can't send email

I can receive emails but can't send emails out. I have already called my
internet technical support and my servers seem to be correct. Here is the
error I get when I try to send out an email:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Subject 'hi', Account: 'mail.cableone.net', Server:
'mail.cableone.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error:
10053, Error Number: 0x800CCC0F

Does your connection to that server cross over from one internet provider's
equipment to another before it reaches the server? If so, such connections
to port 25 are often blocked to cause problems for spammers, and you
need to ask cableone.net if their outgoing email server listens for outgoing
mail on any other port, and if so, what are the details of switching to the
other port. Just trying all the ports is a very slow way to find out, since
there are about 65,000 ports available.

It was written for Outlook Express, but should also work under Windows
Mail. Scroll down until you find Cableone mentioned.
 
Yes, I am using someone else's internet. I am in a hospital and using their
internet service.
 
I can't either and got the same error message - called my service provider
and here is what they said - Task pop-server.tx.com –sending reported error
0x800CCC78 unable to send the message. Please verify the email address in
your account properties. The server responded: 053 Authentication is required
to send mail as (my email address)
Technical help desk at Time Warner Roadrunner indicated that there is a
Registry error with Outlook and my email address needs to me re-entered in
the Registry and previous settings cleared.
Can that be??? How do i change something in the Registry??????
 
That explains it. As a general rule, you can only use the port 25 SMTP
server that belongs to the network that furnishes your Internet connection.
One workaround is to use a port other than 25, but most cable companies
are retarded when it comes to offering alternative ports for travelers.
Cableone does not offer an alternate SMTP port.
Another workaround is to use your provider's webmail when away from home:
