Can't send email. Only Receive...Help!

I received the rthdcpl.exe error yesterday and since then have not been able
to send out email. It sits in my outbox and I get the error message :
sending error reported 0x80042109. Outlook in unable to connect to your
outgoing SMTP email server. I've contact my email provider twice and all
setting are accurate. I've dwonloaded the software to correct the
rthdcpl.exe error, but still can't send email. I can only recieve.

Please Help.
 
You have an issue with the last Microsoft critical patch. Consult the Microsoft TechNet articles related to the patch released this week for assistance.

After furious head scratching, ck asked:
