Can't send email but can recieve email

I am currently using microsoft windows mail that came with my Vistas suite.
I am having trouble sending mail. I have over 20 messages in my outbox. Can
you help?

You need to set up your e-mail account properly. Please go to your e-mail
provider's help webpage and find the configuration information you need, and
return if you are still having problems.

Lincoln actually got it right but was way ahead of his time when he said,
"You can have some of you computer working all of the time and all of your
computer working some of the time but..." It was he that said that, wasn't
it?
 
Do you get an error message when you try to send? If you do,
copy it and post it here.

First, we need to find out if there is a 'stuck' message in the Outbox.
Open the Outbox, and move all messages from there to the Drafts folder.
If there is one that won't move and can't be deleted, apply this MS fix:
