I can't send e mails out,

Pam.
You need to tell us more about your problem.
Do you get an error message? If so, tell us exactly what the message
states.
Have you connected Qwest technical support? What did they say?
The more information you give, the greater the chance that we can help.

By the way, do not post using your real email address.
The spammers love to get your email address from these posts.
Set your news group reader to use a false return address and then read the
posts for answers.

Do you get an error message when you try to send? If so, right-click
on the error message, copy, then paste it into a reply here.
We can't do much troubleshooting without that complete error message.

This may not help but....

Afriend had this problem a few days ago. He wasn't
able to send any e-mail messages but was able to
receive them.

After checking several settings I told him to access
his Outbox and delete any messages that were there.
There were six messages and evidently one was
causing a problem since he is now able to send again.

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'Re: shipping
docs for 2009CCS2/REVISED/SHIPPER'S PHONE#', Account:
'mail.dragon-crowd.com', Server: 'mail.dragon-crowd.com', Protocol: SMTP,
Server Response: '554 5.7.1 <[email protected]>: Recipient address rejected:
Access denied', Port: 25, Secure(SSL): No, Server Error: 554, Error Number:
0x800CCC79

I was not able to send mail to that recipient either.
Can you send mail to other recipients?

PeoplePC is your mail provider? I have no idea why their error message
is directing you to an EarthLink web page: http://www.earthlink.net/go/emailsettings

However, I recommend you use the email setup directions given by PeoplePC:
http://home.peoplepc.com/helpinfo/emailsettings/default.asp

Note the different outgoing server name, and different port (587 vice 25).
Also make sure you have send authentication enabled:
Go to Tools, Accounts, select that account, Properties, Servers.
The box for "My server requires authentication must be checked.
