Can't send e-mail to Hotmail address

I've just set up my e-mail in MS Outlook, but it won't send to certain e-mail addresses, like Hotmail. I had a look at the the Help file and it said to chec

Tools > Send/Receive > Send & Receive Al

This didn't work though! Help!!!
 
What NDR (non-delivery report) do you get? Have you verified your server
settings with your ISP?

That sounds like you're not properly authenticating to the outbound server
of your ISP.
