This behavior occurs because of a limitation in the CD recording program that is
included with Windows XP. In order to save a file directly to the CD-R or CD-RW,
the compact disc must first be formatted and support packet writing. The Windows XP
CD recording program does not support packet writing and does not contain a feature
to format a recordable CD.

| I'm trying to save to a CD for the first time. I click on a folder, click
| save to disk, specify to save to CD drive, and a message comes up to insert a
| disk. There already is a blank CD-R in the drive. Does it need to be
| formatted before use? Why is the drive not recognizing the CD?
