Can't run recovery console (or install)

When booting from the Windows CD setup gives the following at the
bottom of the screen:-
Setup is loading files
and then after a couple of minutes:-
Setup is starting Windows
After a short time the following appears on a blue screen:-
STOP: C0000221 Unknown Hard Error
\systemroot\System32\ntdll.dll

I'm wondering if it could be that the file on the CD is corrupt and
another CD is the only solution, or maybe there's some other reason?

Any help greatly appreciated.

It seems that the CD isn't the problem, as I've just tried to run setup from
a set of floppy disks and I've got a similar result but with a different
error:-
STOP: 0x0000008E...
setupdd.sys is the file mentioned.
Do I need to replace my hard drive or is there some other step I can take
first?
