Can't run or re-install ie6

My parents Dell xp computer will not run ie6. When I click on ie link, the
desktop refreshes and thats it. I tried
http://support.microsoft.com/?kbid=318378 and I still get the "newer version"
msg. They upgraded from ME, When I run sfc /scannow the program just ends
with nothing else indicated, it just stops running.
They don't really need ie, but it's needed for windows update, which they
do need.

If Window XP Service Pack 2 has been installed it must be uninstalled before
318378 will work.

They do not have sp2, wu stopped working before it's release. I didn't
disable Norton Anti-virus before trying this as I didn't know to at the time,
how important was that?
