Can't run Network Setup Wizard?!

I am trying to make changes to my current home network but
can not open the Network Setup Wizard in XP Pro. I have
tried reinstalling networking components, and replacing
the files used to run the program. But in all my efforts,
nothing has seemed to work. The only thing that I have
noticed is the the wizard seems to start running only for
a fraction of a second after clicking the shortcut. Can
anyone help?
 
I had the same problem until I realized that I had ZoneAlarm
on both PCs active in the Trusted Zone (LAN zone). If you
are using ZA or similar firewall try lowering this. Hope
this helps.

Usually this happens when your Network Connections folder is emtpy, try
fixing that first...

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
