Can't Run Any program that needs beyond 2GB RAM!

I have 3GB Ram - yet when I try to do a 7z with the max memory (192mb data
size), it keeps exiting with a error allocating memory.

winxp pro user here
3gb ram
p4 3.0ghz

What is "a 7z"?

Sounds more like some sort of software issue than lack of physical
memory. The application installation could be damaged. There could be
some other process or driver running that is incompatable with the
troublesome application. Three GB is a generous amount of RAM and it
would be an extrordinary application that couldn't use a mere 192 MB of
user data on a system with much less RAM. Check the application's
documentation for main RAM requirements and recommendations.

Some versions of Windows aren't paticularly revealing in their error
messages. Some data tables connected to the operation of applications,
rather than the actual user data, require space in a limited capacity in
a shared operating system memory block that can run short on space if
too many applications and background processes are running. I don't know
to what extent XP is more elaborative on those errors or offers larger
shared space. There MAY be more information in the operating system's
error log.

If you are running any other applications try shutting them down while
you use the application you are having trouble with. Investigate
shutting down some background processes too.

Lack of free space on the hard drive or unecessary restriction on the
swap file size can cause errors too, but that fact is usually spelled
out in the error message. Most applications are designed in smaller
blocks that can be temporarily relocated to the hard drive's swap file
when physical memory starts running short.
 
Search for what? There is nothing to search for. There is no problem listed here just rambling.

7z ( http://www.7-zip.org/ ) is a compression program - im using the max
dictionary size - theoritically it should use 1920mb ram for its operations
and it keeps giving this error when I attempt that mode "can't allocate
required memory"

i have adding /3GB /Userva=2300 to my boot.ini but to no avail. perhaps
increasing the userva helps - i was thinking 2300mb should be enough for a
1920 mb operation

I did a bit of further research. Apparently the Pro edition of Windows
XP (NOT the Home Edition) can be set for 3 GB available for
applications. So maybe some of the specialized memory spaces are filling up.
