cant right click in programs list

why cant i get an options section when i right click in my (for example) spider solitaire icon in my programs list. I've just got a new computer & i could do it on my old one. I want to open programs directly from my desk top so want to add an icon there. None of the programs in the programs list will do it. Any suggestions???

Open your Control Panel, click on the Mouse icon and
under the Buttons tab, make sure the Right Button shows
"Right-click (default)", then click Apply.

On the Start Menu???

If your right click menu is missing.....

XP Start Menu >>
Right click the Start button | Properties |
Start Menu tab | Customize button | Advanced tab |
Scroll down to and Check: Enable dragging and dropping |
OK | OK

Classic Start Menu >>
Right click the Start button | Properties |
Start Menu tab | Customize button |
Scroll down to and Check: Enable dragging and dropping |
OK | OK

[[Specifies whether you can drag items to the Start
menu.]] Also disables right click menu if UNChecked.
