Can't restart or shut down normally...

I've got a pretty brand-new pc, and not so long after I had recieved it it
had a tiny problem.
If i use the computer for more than five-or-so minutes, and I wanna reboot
or shut down It gets me to the blue screen where it gets stuck on the
message:"Saving your settings".
And the weird thing is that if I reboot 2 minutes after I had opened my
computer it will restart without a problem.
any suggestions? perhaps some preferences to change?
