Can't Replication on two DC

HI ,
I have Two Window 2000 and do the DCPROMO

I find it can't replicate , Reson is unknown user name or bad Password ,
But i have already put the Enterprise Admin Group into my Policy " Access
this Computer from network "

Do anyone know why ....

Sean,

Do Authenticated users have the right to access this computer from the
network? If they do not, then the DC accounts have no right to talk to each
other. We recommend a minimum of "authenticated users" have the allow right
for SeNetworkLogon right.
