can't remove desktop icon, help needed...

Hi,
I recently tried to download a program and had some trouble with it (too
slow), so I stopped it. But now, there is an icon of that program on my
desktop and I tried to delete it, but it says "cannot delete file: it is
being used by another program or person. close any programs that might be
using the file and try again". I have no other program using it, so I don't
know why it won't let me delete the icon. Any sugestions on how to get rid of
it.

reboot into "safe mode" and delete it ...
 
Check and see if the Desktop is locked (right - click on desktop and check
option under Arranged Icons).
 
I checked and the desktop is not locked. Also, I'm having trouble rebooting
in safe mode. I am using F8 when it 1st starts booting up, but I'm not
getting the screen to select startup in safe mode. Can I go into bios and
select safe mode?
 
I got into safemode by using msconfig, but still coudn't get rid of the file.
My brother gave me a program called "unlocker" and I used it succesfully.
