Can't reinstall Windows XP

I could really use some help. I have a put together
system that was working fine up until Saturday. I got a 60
GB HD and DVD-RW drives installed by a professional.
Before dropping my system off, my Windows XP was working
fine off my 40 BG HD. Now I can't boot my computer. I've
tried reloading XP (on both HDs) but to no avail. I can't
even load 98 SE on either of the drives. All diagnostics
show no errors or problems. I can actually see the
previous versions of Windows on my 40 GB HD but none of
them will run. When I try to boot from the HDs, my
computer gives me a "Missing Operating System" error
message. Can anyone help me out please?

I have to ask the obvious question...

Can't you take it back to the "professional"?

Seems like there is something very unprofessional about what was done.

Open up your case and make sure the original 40Gb Hard drive is installed on the First IDE interface and that it is correctly jumpered as Master and connected at the end of the IDE interface cable.

The second Hard Drive can be connected to the Secondary IDE interface, jumpered as either Master or Slave, and plugged into the interface cable at the corresponding position. The DVD Drive can be connected to the Secondary IDE interface, jumpered as either Master or Slave, and plugged into the interface cable at the corresponding position: but make sure that it is not Master if the HDD is a Master.

Or the second Hard Drive can be connected to the Primary IDE interface, jumpered as Slave, and plugged into the interface cable at the corresponding position [between the IDE Interface Connector and the Master Drive].
