Can't reboot from safe mode

Every time I go into safe mode (command prompt) to defrag
or whatever and then I try to reboot using a ctl-alt-del my
pc goes to the blue shuting down screen and then just
hangs. I have to manually boot using the on/off switch.
Is this normal?
 
That sounds like something Windows 98 would do, is the
machine you are running AT or ATX?
