Can't Read Links from Outlook 2007 Using Vista and IE7

When I try to access a link from Outlook, and get the following error
message:


THIS OPERATION HAS BEEN CANCELED DUE TO RESTRICTIONS IN EFFECT ON THIS
COMPUTER. PLEASE CONTACT YOUR SYSTEM ADMINISTRATOR.

I have reset IE7 to default settings. No help. I have downloaded
registry_fix file from Slipstick and imported into registry. No change.

Can anyone give me a hand?
