Can't read floppy created in Win 98

I used Windows Explorer in Windows 98 to copy a picture to
a floppy. Now I try to open the floppy in Windows XP and
I get a message saying the disk is unformatted. Any ideas?

Most likely the two floppy drives--in the XP machine and the 98
one--are aligned slightly differently. Try formatting a floppy in
the XP machine, then taking it to the 98 machine and copying the
file onto that floppy. That sometimes works.
