Can't open user Accounts

Nothing happens when I click on User Accounts in the Control Panel. It's as if the link or path has been broken. All the other links seem to work, though sometimes when I open "Add or remove programs" the list doesn't appear, and I have to go back and open the dialog box again. But my immediate problem is that i can't access the user accounts information.

The easiest way to get into the "Advanced" User Accounts
interface is to right-click on My Computer and select
Manage. Then go to the Users and Groups section. This
interface is much easier to work in that the fluffy
Control Panel way. Good luck.
 
Thank you. That allowed me to revise my account from an administrtor to a user only. I don't see how I can add accounts, but I don't need to for now.
