Can't open progam to load

Hi,

I know this sounds stupid but I have a program I want to load on my computer. The icon that shows up looks like a sheet of paper with a blue line across the tpo, the blue line has 3 white stars on it. When I double click the icon a black window flashes on the screen and then disappears. I will be grateful for all assistance with this.
