Can't Open Item. Text Formatting command is not available.

I have a user who received the message, "Can't Open item. Text formatting
command is not available. It may not be installed correctly. Please install
Outlook again." She received this message upon returning from lunch. Now
when she tries to open a message, she gets the above error message. Help!!

Hi:

Here's what I found on Microsoft Office Knowlege Base. Internet Explorer is
the culprit. You have to uninstall and then reinstall it. Here's the link
I found.
