Can't open folder properties tab

With the exception of the root C: directory, I cannot open any of the folder properties window and do not get access to the sharing and security tab. In a possibly related issue, I cannot open or view my recycle bin.
I have installed the SP1 and other windows updates; however, I don't think that I can run a repair on the OS because my Windows XP is part of my IBM pre-load. Can anybody help. Thanks!
 
Ask your administrator to assign you to the "Power User" group.
Your administrator may be assigning you to just the "User" group.
