can't open attacments

Recently, I have been unable to open anything in e-mail, ie attachments, headlines from NY Times or any other things of this type. I can't even open address book when forwarding e-mail items. I use this same service at work on my laptop over LAN and do not have this problem, it is only on the home pc. I figure it is a setting that has been changed by one of my kids, but I cannot figure it out. I contacted my service and they said I needed to contact Microsoft, that there is a problem with 6.0. Can you help?
 
In OE click Tools, Options, Security, and uncheck the box that says "Do not
allow attachments...."
