Can't Open ART files in My Pictures

I recently went from Windows 98 to Windows XP Pro. I used
to be able to open ART files with Paint, no longer.
HELP! How can I open these files and save them as
another file type?
 
Following is the solution:
Open the .art files with Internet Explorer;
Save AS .BMP file;
Then you can open it with PAINT.
