Can't move Icons on desktop

Hi Guys,
bit of advice please, I have window Xp SVc Pk2. I had to restore my
computer and that was ok, but when I came to drag and drop my icon on my
desktop I can no longer dot it. I don't have it on auto arrange, but have
it align to grid. Never had this problem before, I have had a look on how
to correct the problem but must not be looking in the right place. Thankyou
for any help

In the Display applet, go to the Desktop tab and then click Customize.
Now click the Web tab and see if "Lock Desktop Items" is checked. If it
is, uncheck it, Apply and OK out.
