Can't log on to XP

Whe my computer starts up, it gets to the welcoming screen but there aren't
any user buttons to click on and sign in. It won't boot up in the safe mode
either.

Press Ctrl+Alt+Del twice in succession, then enter your
user name and password.

After you get in per Pegasus' reply, if this is a recent problem, then try a
system restore to a date before this started. Go to Start | Help and
Support, and click on System Restore.
 
I'm building a new system and I moved the motherboard, power supply, and
drives to another case so my kids can use it. I put the new board in the old
case because it has USB ports on the front of the case I like.

It would have helped if you had included this very relevant info in the
original post. Generally when moving a drive with an XP installation to a
different motherboard it requires at least a repair install unless the new
hardware is almost identical. In some cases where the changes are
significant a repair install won't work and the OS will have to be
reinstalled clean.
