Cant log on to XP, with out shutdown

I think this may be a virus that might have just totally
wiped out my harddrive but please assure me it's not..
I start up the computer to get to the start up screen
where i pick the windows xp user and as the sttings are
loading the computer begins to do a shut-down and then
resart so basically i can't even get as far as to the
background screen,i tried starting it up in safe mode wont
work either..so what should i do...
