can't log on to windows log on screen

i have problem logging in on windows log on screen after restarting the
server. The shutdown button is disabeld too. When i type the user and
password and click the OK button,it is loading for few second and after that
the log on screen will appear again.
 
already tried to acess it using safe mode and repair it using windows cd.
same thing happen...
