Can't Log on Remotely w/ RDC

[Mitch]

I am trying to let a user log onto another user's workstation remotely using
Remote Desktop connection. When he tries, he get's "Your interactive logon
privilege has been disabled. Please contact your administrator". I tried
adding him the the Domain Admins and he still gets the same message. I can
log on to this workstation from his workstation by logging on as one of my
Domain Admin accounts.... What would cause this message?
