Can't insert worksheet in excel workbook?

Hi, I'm using Excel 2003. I have about 25 sheet in my workbook but I need to
add one more. When I went to "insert" the worksheet option was greyed out.

I then tried to do a save-as but that didnt' work either.

Any ideas?
