when I have an input going into my microphone jack, it will record to my
computer, but I can't hear it as it is recording. I have a dell inspiron
6000 with xp media edition.

That's normal you wouldn't want that to occur because of feedback to the
Mic input. Some soundcards come with software that allows you to "record
what you hear" and then you can use the mic as and input in that software.

I'm not worried about feedback. I record guitar into my computer, but
without being able to hear what I'm playing, it's pretty useless. I could
hear it on my old desktop. Is there any way to make it so I can hear what
I'm recording?

Try recording it with Audacity sound editor - Freeware
It uses the sound cards Mixer ability so you can hear what you're recording.

Also try double-clicking the volume icon on the taskbar, Options, Properties, check the
"Recording" box, put a check in all the items, OK. Now, raise all the volume sliders, and check
the box, "Select" for the "Stereo Mixer" item and click OK
