Can't get to "Documents and Settings" folder

I just reloaded XP to my C: drive and I can not move the
owner "Documents and Settings" folder from D: to C:. I
had orginally had Win98 loaded on C: and XP on D:as a
dual boot. I decided I did not need or want Win98 any
more and formatted C: and did a clean re-install of XP on
C: I was able to move the other folders for the other
users but it looks like the "Owner" folder is password
locked. So I can not get to my favorites folder or
documents folder.
Any way to get to this folder????

It worked perfectly, I appreciate the fast and very
accurate response. I had a lot of info in that folder and
now I won't have to rebuild it.
