cant get the toolbars to show or unlock. HELP!!!

my mom just got a new comp. and it was working fine for
quite some time and now the address bar and button bar on
IE 6.0 are stuck being small and locked i have used IE
before but this is my first time not being able to fix
this problem by unlocking the toolbars and moving them to
the correct spot and size how can i fix this???
 
Try a right click on the menu area, and see if you have "lock the Toolbars" checked?
