Can't get into Windows Setup without disconnecting hard drive

I'm having a problem where Windows Setup will not load when the hard
drive is hooked up. It says "Setup is inspecting your system, etc..."
and then goes to a blank screen indefinetely.

If I disconnect the hard drive completely and reboot it will load
Windows Setup just fine, except there is not hard drive to install to.

Anyone seen this before? Any ideas how to get into Windows Setup with
the hard drive available to install to?

2 things that could be causing it.

1. Your hard drive is really messed up.
A. Get the Manufacturers Diagnostic Disk and scan the hard drive for errors.

2. BIOS
A. Depending on the capacity of your hard drive and your motherboard, it may not recognize the hard drive properly.
You might want to update the BIOS.

I thought of those issues, but doesn't seem to be what's going on.

I've tried different hard drive, all brand new.

Also, the BIOS recognizes the hard drive just fine.

Any other thoughts?
 
I don't know.
Perhaps it is a controller on the Mother board?
Maybe the cable that connects the hard drive?
Or some other hardware issue.
I doubt it could be memory issue.

The only thing I could suggest is to get the manufacturers Disk Diagnostic Utility.
If it fails, then it would be a motherboard or hardware issue.
If it passes....?
