Can't Get In

All of a sudden my laptop won't allow me to get to the
desktop. My colors went crazy and the Windows XP screen
is orangey-pink instead of blue or black. Then it gets
to a screen that just says "setup is restarting" and it
does the same thing all over again, over and over again.
If I go into safe mode, it does the same thing. I tried
to reinstall the OS, but it won't take it. What do I
do? It's a new laptop. Thanks for any help anyone can
suggest to try. Right now I am running a diagnostics for
the "Cannot Boot to OS" category after I pushed F12 on
booting.
 
That would be do-able if I could get past the screen that
says "Setup is restarting." I can't get online to
download any service packs, let alone see my desktop. I
can't even get into safe mode. It gets to where the
corners of the screen say "Safe Mode" and then it goes
back to the bootup screen, only to say "Setup is
restarting...." again, which ends up rebooting the whole
system. There is no safe mode, there is no reinstalling
Windows from the original CD which contains Service Pack
1, there is no access to do anything but diagnostics.
And the only thing that ever fails during diagnostics is
something having to do with the graphic patterns/colors.
So that suggestion, unfortunately, is a huge no-go.
